The first session of the university commenced from July 1999. The university
plans to provide access to higher education for large segments of population and
in particular, the disadvantaged groups such as those living in remote and rural
areas including working people, house wives and other adults who wish to
upgrade or acquire knowledge through studies in various fields. It will also
make efforts to promote acquisition of knowledge in a rapidly developing and
changing society and continually offer opportunity for upgrading knowledge,
training and skills in the context or innovations , research and discovery in
all fields of human endeavours . The university is open to all irrespective of
caste, creed or sex and its jurisdiction is whole of Uttar Pradesh

The university admits students on the basis of pass marks obtained in the
qualifying examination except in B.Ed., B.Ed.(SE) and
Ph.D.(SUSPENDED) Programmes Unlike other universities this university has
some special features such as :–

There is no age limit of the candidate for admission.

There are many alternatives available in selection of courses or
programmes of the university

The students may opt for their centre of study subject to
availability of programme in the centre concerned

A regular student of another university may be admitted to any
course of this university

A student can take admission in two programmes; One degree and
other diploma / certificate programme simultaneously in a particular
academic session.
